Redirect to a signed URL for a screenshot or video, valid for up to 15 minutes

Answers 302 with the signed URL in the Location header and no body. Follow the redirect to download the file; do not store the URL, it expires. 404 not_found when the artifact is not in this app or its evidence has been removed (retention).
Needs an API key with the read scope.
